This photo is showing that there are 6 MPPP workers who repairing the lamp/signboard
but unfortunately there is only 1 worker work on this and another 5 of them just looking around.
is this the so called Malaysian culture?
or number of workers represent efficiency?

照片中显示出总共有6位员工正在维修着路灯或指示牌
不过可惜的是只有一位员工正在进行着维修的工作
其余的5位各有各忙观察着那位员工，甚至闲聊
其中一位还很有型的当起交通警察了！
这并不可笑，只是觉得可悲。
